About
Northmark Enterprises LLC is a service-disabled veteran-owned firm in Bozeman, Montana, formed 2026-02-22. It runs two lines of business under one SAM registration.
Defense equipment supply. Small arms, ammunition, optics, and protective and individual equipment quoted to federal buyers as a licensed dealer, sourced through an authorized dealer network across multiple national distributors. Northmark holds an ATF Federal Firearms License Type 07 and SOT Class 2. It does not manufacture; on a set-aside supply buy it is the dealer and the nonmanufacturer rule applies.
Technology and program consulting. Architecture, evidence and oversight on federal and state programs. Its founder has done this work on U.S. Department of State and California health programs as an employee of larger firms; Northmark is how it is contracted for directly.
Award paths, with no vehicle held: open-market award under simplified acquisition procedures, an agency blanket purchase agreement, or subcontractor and named key personnel under a vehicle holder's contract. Payment by government purchase card within the micro-purchase threshold, by purchase order on NET 30, or against a BPA.
Core competencies
Defense equipment supply
- Small arms and weapon accessories configured to a solicitation specification — PSC 1005, 1095.
- Ammunition through 30mm, quoted by lot where lot consistency is required.
- Optics, aiming devices and mounting hardware, answered to the specified part number.
- Protective and individual equipment: armour and plates, helmets, hearing and eye protection, load-bearing equipment.
- Source verification as a delivery control: source, quantity and date recorded at quote, a hold requested for the evaluation window, re-verification while the award pends.
Technology and program consulting
- Program and acquisition support: reading the requirement and every attachment, writing or reviewing technical sections, sitting on the government's side of a delivery review.
- Systems modernization: target architecture, landing sequence, and delivery oversight after the design is approved.
- AI and analytics a reviewer can audit: deterministic checks before the model call, an enumerated autonomous-close list, a logged cause for every refusal.
- Technology governance: committees with decision rights, an escalation path that ends, a review cadence with a named owner and a measure of effect.
Past performance
Northmark Enterprises holds no past performance in its own name — no prime contract, subcontract, task order or CPARS, in either line of business. Every engagement below was performed by Jeff Kimble before Northmark was formed, at the firm named in the third column.
| Client | Work | Delivered at |
|---|---|---|
| U.S. Department of State | Grant Management Application — solution architect with delivery oversight on grant disbursement, at Secret scope. | Guidehouse |
| California Dept. of Health Care Services | Technology and AI governance operating model: 3 governance committees, an OKR framework, 11 critical applications, 13M+ Medi-Cal beneficiaries, under HIPAA. Reported 40% delivery-velocity improvement and 23% fewer technical escalations. | Guidehouse |
| Grant platform productisation | Single-jurisdiction build to multi-jurisdiction platform; implementation time from 18 months to 6. | Guidehouse |
| Colorado Office of Emergency Services | COVID-19 PPE order management under a declared state emergency, 2020 — standing backlog to twice-daily fulfilment in under two weeks. | |
| A global medical device manufacturer | One HIPAA- and GDPR-compliant platform across 37 countries on AWS, Azure and GCP, with audit logging and identity resolution. | NeuraFlash |
| Texas Health and Human Services | Medicaid process work under state health compliance. Early career. |
Delivery capacity carried personally: an engineering organisation taken from 1 to 50+ in under two years at Deloitte Digital; 30+ architects across three continents at Magnet 360; staffing, forecasting and margin responsibility on multi-million-dollar government programs.
Differentiators
- Two lines, one accountable person. A buyer who needs equipment and the program that receives it can put both on one registration, on separate line items, and get the same principal on the phone for each.
- Supply verified with a date, not asserted. Source, quantity and date recorded at quote; a hold requested for the evaluation window; re-verification while the award pends; and a drained channel reported the day it is seen rather than at delivery.
- The nonmanufacturer-rule answer before the quote. Northmark checks the manufacturer's size status against the specified item and says whether it can be supplied under the rule, needs a waiver, or cannot be supplied by us at all.
- No handoff after award. At the size of award Northmark bids, the person named in the response is the person who performs the work. There is no bench between them.
- Attribution that survives a reference check. Company past performance and the founder's prior work are separated on every surface, and the employer is named on every engagement.
- Boundaries published. The limits below are on the public site, not disclosed at a debrief.
Boundaries
- Entity start date 2026-02-22. No company past performance — no prime contract, subcontract, task order or CPARS, in either line.
- A dealer, not a manufacturer. Northmark has never manufactured an item and does not offer to. No software publisher agreement, no licence or subscription renewals.
- No ATO, ever. No FedRAMP, CMMC or RMF authorization at any level.
- No facility clearance and no classified work. A Secret clearance was held in prior government work; it is not currently active, and reinstatement is a sponsor's decision.
- No staff under agreement and no teaming partner secured.
- No health-IT conformance work: no FHIR delivery, no CHPL listing, nothing under 45 CFR 170.
- No contract vehicles — no GSA MAS, no GWAC, no agency IDIQ — and none in progress.
- No export. No ITAR or DDTC registration is held or claimed, and no export sale has been performed.
- No sustainment bench, no O&M desk, no installation trades.
