01 — Systems modernization
Replacing or rebuilding a system a program has outgrown.
What it looks like
A target architecture, the sequence in which it lands, and the delivery oversight that keeps it moving after the design is approved. Data consolidation across systems that were never designed to agree with each other, including identity resolution where there is no common identifier.
Where it comes from
A single-jurisdiction grant management build turned into a platform serving many, taking implementation time from 18 months to 6. One HIPAA- and GDPR-compliant platform consolidating 37 country-specific systems on AWS, Azure and GCP, with audit logging built for regulatory audit.
02 — AI and analytics a reviewer can audit
Getting a capability to where someone can look at it.
What it looks like
Schema, rule and eligibility checks that run before the model is called. A short, explicit list of what the system is allowed to close by itself. A logged cause for everything it refuses. Reviewer notes that are append-only, so the record of a decision cannot be quietly rewritten.
Where it comes from
Those mechanisms run inside Northmark's own federal opportunity pipeline — an internal operating system, not a product and not deployed anywhere outside the firm. 03 — Program and acquisition support
Knowing what is being bought, before it is bought.
What it looks like
Reading the requirement and every attachment. Writing or reviewing technical sections. Sitting on the government's side of a delivery review and saying what the program is actually getting. Staffing, forecasting and margin questions answered by someone who has carried them.
This is advisory and architectural work on the government's side of the table. It is not contracting-officer work and it carries no warrant.

04 — Technology governance
Oversight that outgrew the team holding it.
What it looks like
Committees with a decision they are allowed to make. An escalation path that ends somewhere rather than circulating. A review cadence with a named owner. Measures of effect rather than of effort, so the question of whether governance is working has an answer.
Governance here stops short of authorization. Northmark holds no ATO and no FedRAMP, CMMC or RMF authorization at any level.
Where it comes from
At the California Department of Health Care Services, an agency serving more than 13 million Medi-Cal beneficiaries under HIPAA and state compliance: three governance committees, an OKR framework, and multi-horizon roadmaps across 11 critical applications. Reported delivery velocity improved 40% and technical escalations fell 23%.
Out of scope
Consulting requirements we do not answer.
Saying so here is cheaper for everyone than saying so at a debrief. This list covers the consulting line; the equipment line has its own limits on the products page.
Software licence, maintenance and subscription renewals
Northmark holds no software publisher agreement and no reseller authorization from any software vendor. A renewal desk is a different business.
Installed systems, AV and field integration
No staging, cabling, racking or on-site installation trades. Equipment Northmark supplies under its products line ships to the address on the order; it is not installed by us.
A consulting scope with the outcome already determined
Where a services requirement names the answer it intends to buy, there is nothing for us to add. This does not apply to an equipment quote, where a brand and part number are the requirement.
Sustainment and O&M
That is a bench business. There is no bench here.
Health-IT conformance delivery
No FHIR delivery, no CHPL listing, nothing performed under 45 CFR 170.
ATO, RMF and authorization packages
Northmark has never held one. On a requirement that needs one, authorization belongs to a partner and we are the architect underneath.
