Prime on a small award

On a consulting requirement the fit is the bottom of the award range, where the scope is architecture, delivery oversight and governance rather than a staffed operation. On an equipment requirement it is any quantity a distributor network can source. Both are awarded on the open market under simplified acquisition procedures, or through an agency blanket purchase agreement.

Subcontractor to a prime

A defined portion of scope under a holder's contract. SBA VetCert certified SDVOSB and VOSB, registered in SAM under UEI TJTXAKNPPTR1 and CAGE 1Z1A1. The technical scope gets written before the teaming agreement, not after it.

Named key personnel

Named on another firm's response, in a role performed personally. Role, hours and reporting line are agreed before the name goes into anyone's document — the alternative is a name on a proposal that nobody has committed to honouring.

01 — Read

The requirement and every attachment. About one federal notice in six states the actual requirement nowhere in the notice text — it is in the attachments or it is nowhere.

02 — Gap list

The parts we cannot perform, written down and handed over before anything is proposed.

03 — Scope

Scope with a named mechanism against each part, so a claim about behaviour points at a check that runs.

04 — Sequence

Named personnel against each role, and the order the work lands in.

An equipment order

Quote to delivery, and what happens when a channel drains.

The order of operations on a supply requirement, and the point in it where most quotes go wrong. What we quote →

01 — Read the specification

The part number, the quantity, the delivery date and the packaging clause. Where a brand name is specified, the quote answers that part number or says it cannot.

02 — Check the rule and the source

Whether the item can be supplied under the nonmanufacturer rule, and where the units are: source, quantity and the date checked, recorded against the line.

03 — Quote and hold

Price against the verified source, with a hold requested for the evaluation window where the distributor will place one.

04 — Re-verify while award pends

Availability is checked again on a cadence until award, and delivery is scheduled against the units that are still there.

When a channel drains between quote and award, the contracting officer hears it the day we see it — what is still available, at what price, and how the delivery date moves. A quote is only worth what the units behind it are worth, and a supplier who discovers the shortfall at delivery has cost the program its schedule. That is the reason the verification above is a step in the process rather than a promise about diligence.

The name on the response performs the work

At the size of award we bid there is nothing between the architect a program office evaluated and the architect who arrives. No handoff to a bench after award, because there is no bench.

The checks run before the model, not after it

Schema, rule and eligibility validation happens ahead of any call to a language model. A system that validates afterwards is asking a reviewer to trust a result it has already produced.

A system closes only what it is allowed to close

The list of things that may be decided autonomously is short, explicit and written down. Everything else arrives as a recommendation with a person's decision attached to it.

Out of scope is written down first

The gap list is a deliverable, not a concession. Naming what we cannot do is what makes the rest of the scope worth believing.

Reached through relationships

Depth reached through fifteen years of delivery relationships across federal, state, local and regulated commercial programs. No partner is named in a response before the requirement is defined and that partner has agreed to the role. Northmark has no teaming partner secured today.

No company past performance, no contract vehicle, no ATO, no bench, and a firm that is months old. All of it is stated in one place rather than discovered later.
