How We Staff

Jeff is on every engagement. The principal you meet during capture is the principal accountable for delivery. No sliding a junior team in after close.
When capacity is needed, the best practitioner does the work. Not every pursuit is a one-person scope, and not every task is Jeff’s sharpest skill. When added depth or specialist capability is required, Northmark staffs with vetted independent practitioners drawn from a 15-year consulting network — engaged directly under Northmark, not resold through another firm.
No pass-throughs. Pass-through arrangements — where an SDVOSB sells the certification and a different company does the work — are the pattern that triggers size protests and damages prime reputations. Northmark doesn’t run that model. Specialists work under Northmark’s direction, at Northmark’s standards, with Jeff accountable.
FAR 52.219-14 self-performance requirements on services awards are maintained through this directly- engaged model.
Teaming Models
The most common arrangement. You prime, we execute defined work packages under your CLINs. Jeff leads every engagement personally; when a pursuit requires specialist depth or added capacity, we staff with directly-engaged practitioners from the founder’s 15-year consulting network. We contribute technical past-performance narratives, pricing inputs, and named key personnel (including cleared roles where relevant). Standard NDAs and TAs signed same day.
For SDVOSB or 8(a) set-aside opportunities where a certified JV partner is required. Northmark brings certification, senior-practitioner delivery leadership, and a Secret-cleared principal to the JV. SBA-compliant structures with clear workshare splits and defined self-performance commitments.
For primes interested in a longer-term SDVOSB relationship with defined development milestones. Open to SBA All Small MPP structures with a committed work pipeline.
Named-resource support on existing awards where you need a senior architect, technical program lead, or Salesforce subject-matter expert under an SDVOSB labor category. Secret-cleared principal available for cleared roles.
